Apparently yes. 

See H.L. Mencken's "Prejudices". He observed that Jews came to the USA because they were:

(...Jews) too incompetent to swindle even the barbarous peasants of Russia, Poland and Roumania.

It is much easier to do it here than there. Moreover, like Bernie Maddoff, here they can do it on a truly grand scale.

Over there, they have to wreck the whole country in order to loot it.
