with making credible, actionable threats to complaining dissatisfied customers.

The merchant, a Vitaly Borker, has been charged with a variety of crimes and offenses. A search of his house, revealed even more interesting stuff.
Vitaly Borker would appear to be, on first impression, another one of those Russian émigrés who have gained a substantial hold in Brooklyn, NY

But like most of the "Russian" mafiosi in the US, Borker is a Jew.

His self-confidence in issuing serious threats to those he swindled with his inferior merchandise that there would be no consequences, indicate the chosen's belief that they are, by Talmud and divine right, above the law.
This boldness and cynicism is a pervasive trait among many members of his people, regardless of whether they are religious observant or not.
